Answer: 3 to 7

General Rule:
If P(A) = a and P(not A) = b,
then "odds for A" = a/b = a:b
and "odds against A" = b/a = b:a
----------------------------------
Your Problem:
P(hit) = 0.3
P(no hit) = 0.7
So "odds in favor of hit" = 0.3/0.7 = (3/10)/(7/10) = 3/7 or 3:7
