An apple or a banana would more likely be a nonwhole quantity of pounds than whole, so I will allow for this:

m pounds of apples
b pounds of bananas

c for the cost of bananas and apples as if for a mixture of them

This a linear inequality so you can graph this, and if you want, look for any WHOLE NUMBER ordered pair from the graph, if those are the kind of combinations you want. Notice again, this is as described, an INEQUALITY, so there may be several possible combinations.

If you want bananas as the vertical axis variable, and apples as the horizontal axis variable, then...
